October 1, 2024 BISD Board Approves Data Submission for the 2023-2024 Data Capture Year
October 17, 2024 BISD TIA Office Uploads the 2023-2024 Data File to Texas Tech University via Portal
November 1, 2024 Brownsville ISD finance department submits the TIA Teacher Designation Fee
November thru February - Texas Tech runs the data and submits the report to the TEA TIA office.
February 4, 2025 The Texas Education Agency notified Brownsville ISD that the 2023-2024 Data Submission and Designations have been validated and accepted.
February 6, 2025 BISD Principals were given the BISD TIA Mid-Winter Communication Letter (Designation Letter) to present to teachers on their campus. Teachers with an active, new, or higher designation were issued a letter by the BISD TIA office.
February 2025 BISD TIA Office begins coding Teachers in E-Schools to prepare for the PEIMS Class Roster Winter Submission. A budget amendment has been prepared to submit to the board to request approval to place the monies in the TIA monies needed to pay out the new/higher designations.
February 17, 2025 DEIC 2023-2024 Data Validation Results Presentation
February 28, 2025 PEIMS Class Roster Winter Snapshot Day - Educators with an active, new, or higher designation must be employed as a PEIMS-Coded 087 Teacher and making the necessary progress to earn a creditable year of service. This snapshot will also determine the location where the designated teacher will generate their allotment and where non-designated teachers will earn a share of the allotment.
May 3, 2025 - Received and Confirmed Official Allotment Amount from the state TIA Office.

Brownsville Independent School District Leads Cameron County with Unprecedented Teacher Incentive Allotment Designations for 2023-2024
Brownsville, Texas - March 4,2024 - The Brownsville Independent School District (BISD) proudly announces its latest achievement in education excellence with the approval of the 2023-2024 Teacher Incentive Allotment (TIA) designations by the Texas Education Agency (TEA). Based on the 2022-2023 teacher effectiveness data, the TEA has approved 778 new teacher designations, augmenting the existing pool of 32 TIA teachers within BISD to a grand total of 810.
BISD stands at the forefront as the district with the highest number of designated teachers in Cameron County, marking a significant milestone in the region's educational landscape. Notably, BISD's designation system stands as a trailblazer, encompassing teachers of all grade levels and teaching assignments, making them eligible for designation. This inclusive approach underscores BISD's commitment to recognizing and rewarding teaching excellence across all educational domains.
This year's cohort of designated teachers is projected to generate an approximate allotment of $10,000,000 per year over the next five years, signifying a substantial investment in BISD’s Human Capital.
Under the TIA framework, districts receive an annual allotment for each eligible designated teacher they employ, affording them the flexibility to incentivize effective teachers to remain in the classroom.

Official notification of individual teacher designations will be sent to the recipients via e-mail by Monday, March 25, 2024.
Teacher Incentive Allotment Overview
House Bill (HB) 3 was passed by the 86th Texas Legislature and was signed into law by Governor Abbott on June 11, 2019. The bill established the Teacher Incentive Allotment (TIA) program. The TIA has a stated goal of a highly competitive salary for teachers who prioritize teaching in high needs areas and rural district campuses. The program is dedicated to recruiting, supporting and retaining highly effective teachers in all schools, with particular emphasis on high need and rural schools. Districts, if they choose to, can develop a local designation system and designate high-performing teachers (Master, Exemplary or Recognized). Districts will receive additional funding ($3,000-$32,000 per year) for every designated teacher they employ.
